UK: Plans To Implement Big White Box Simple Packaging, With Equipment Limited To Black, White, And Gray Colors Only

1. Device appearance "de entertainmentized": only allowed to produce black, white, and gray
In the past, electronic cigarettes were designed to be extremely cool in appearance in order to attract young consumers, including rainbow colors, luminous LED lights, dynamic displays, and so on. The new proposal imposes extremely strict restrictions on this:
 

• Color limitation: The body equipment of electronic cigarettes (including the tobacco rod and cartridge) can only use black, white, or gray. All high saturation colors (such as pink, fluorescent green, gradient colors) will be prohibited by law.
   
• Functional deprivation: It is strictly prohibited for the device to produce colorful lights, running lights, and other dynamic effects while smoking; Prohibit the installation of fancy animations on large screens and only allow the retention of the most basic battery/e-liquid indicator lights.
   
• Appearance restrictions: It is prohibited to design electronic cigarettes in shapes similar to toys, beverage bottles, pens, or other daily necessities, and they must return to the most simple and monotonous industrial appearance.
   

2. "Plain Packaging"
The UK will fully replicate the "simplified packaging" bill implemented on traditional cigarettes in the past. The packaging of electronic cigarettes in the future will become a "big white box" without any aesthetic appeal:
 

• Unified base color: All brands of electronic cigarette packaging boxes must use a uniform, unappealing single color (such as pure white or dim specific colors).
   
• Prohibited brand logo: No brand specific artistic fonts, trademark patterns, or colorful visuals shall be printed on the packaging.
   
• Standardized font: The brand name can only be printed in the corners of the packaging in the standard font, standard font size, and standard position specified by the government.
   
• Warning label amplification: The area of tobacco control health warnings (such as "This product contains highly addictive nicotine") will be greatly expanded, almost occupying the main line of sight of the packaging.

3. Flavor Naming Constraints
Although the UK currently does not have a complete one size fits all ban on all fruit flavors like the US, the government has found that many brands use "word games" to seduce children (such as "marshmallows", "unicorn tears", "strawberry ice cream").
 

• Remove suggestive vocabulary: The new proposal requires that all flavor descriptions of electronic cigarettes must return to the most primitive objective facts. For example, it cannot be called "Bingshuang Blueberry Beads", it can only be called "Blueberries"; It cannot be called 'Summer Mango Ice', it can only be called 'Mango'.
   
• Completely prohibit dessert/beverage names: any taste description containing candy, dessert, cake, ice cream, carbonated beverage, or alcohol names will be illegal.
   

4. "Out of Sight Retail" sales
In retail terminals such as supermarkets, convenience stores, and gas stations in the UK, electronic cigarettes will be completely 'invisible':
 

• Prohibition of public display: Merchants are no longer allowed to place electronic cigarettes on the most prominent display rack behind the checkout counter, nor are they allowed to set up dedicated color display cabinets.
   
• Closed door sales: Electronic cigarettes must be stored behind barriers, under counters, or in enclosed cabinets, just like traditional cigarettes. Only when adult consumers explicitly request to purchase a certain product, can merchants open the cabinet to pick up the goods.
   

Why did the UK introduce such strict policies?
The UK was once the most open-minded country in the world towards electronic cigarettes, even using it as an alternative tool for national level medical smoking control (such as the "Vape to Quit" program). However, due to the soaring penetration rate of nicotine bags and electronic cigarettes among high school students in the UK in recent years, there has been a strong backlash from domestic public opinion and the medical community.

Officials from the UK Department of Health stated that the purpose of this proposal is very clear: to return e-cigarettes to their "pure, boring nicotine replacement therapy tool" essence, making them appear as dull as medicine, thereby completely making non-smoking young people lose interest in them.
